Tempering supply air is part of ventilation, not a separate radiator. Without a coil, winter outdoor air is icy, people shut grilles and the system stops doing its job. The question is water or electric.
A water coil is cheaper per kWh if the site has district heat or a boiler. You pay for piping, pump, mixing valve and freeze protection. Without anti-frost controls a water coil can freeze when the fan stops in cold weather.
Electric heat is simpler: no hydronics, faster install. It hits electrical capacity and tariff. Small AHUs without hot water often have no other path. Large airflows make electric expensive to run.
